   Hearken, and listen to the voice of the Lord, O ye who have assembled yourselves together, who are the high priests of my church, to whom the kingdom and power have been given.

   For verily thus saith the Lord, it is expedient in me for a bishop to be appointed unto you, or of you, unto the church in this part of the Lord's vineyard.

   And verily in this thing ye have done wisely, for it is required of the Lord, at the hand of every steward, to render an account of his stewardship, both in time and in eternity.

   For he who is faithful and wise in time is accounted worthy to inherit the mansions prepared for him of my Father.

   Verily I say unto you, the elders of the church in this part of my vineyard shall render an account of their stewardship unto the bishop, who shall be appointed of me in this part of my vineyard.

   הַדְּבָרִיםhad/de/va/RIMthe thingsהָאֵלֶּהha/EL/letheseיִהְיוּyih/YUshall beרְשׁוּמִיםre/shu/MIMhad on recordלְהִמָּסֵרle/him/ma/SERto be handed overלַפָּקִידlap/pa/KIDunto the bishopבְּצִיּוֹן׃be/Tsiy/YONin Zion

   These things shall be had on record, to be handed over unto the bishop in Zion.

   וּמִשְׁמֶרֶתu/mish/ME/retand the dutyהַפָּקִידhap/pa/KIDof the bishopתִּוָּדַעtiv/va/DAshall be made knownבְּיַדbe/YADbyהַמִּצְוֹתham/mits/VOTthe commandmentsאֲשֶׁרa/SHERwhichנִתְּנוּnit/te/NUhave been givenוְקוֹלve/KOLand the voiceהַמּוֹעֵד׃ham/mo/EDof the conference

   And the duty of the bishop shall be made known by the commandments which have been given, and the voice of the conference.

   And now, verily I say unto you, my servant Newel K. Whitney is the man who shall be appointed and ordained unto this power. This is the will of the Lord your God, your Redeemer. Even so. Amen.

   דְּבַרde/VARthe wordיְהוָהAdonaiof the Lordנוֹסָףno/SAFin additionלַתּוֹרָהlat/to/RAto the lawאֲשֶׁרa/SHERwhichנִתְּנָהnit/te/NAhas been givenמוֹדִיעַmo/DI/amaking knownאֶת־מִשְׁמֶרֶתet-mish/ME/retthe dutyהַפָּקִידhap/pa/KIDof the bishopאֲשֶׁרa/SHERwhoנִסְמַךְnis/MAKHhas been ordainedלַכְּנֵסִיָּהlak/ke/ne/siy/YAunto the churchבַּחֵלֶקba/CHE/lekin partהַזֶּהhaz/ZEthisמִןminofהַכֶּרֶםhak/KE/remthe vineyardוְזֹאתve/ZOTand thisהִיאhiisאׇמְנָם׃om/NAMverily this

   The word of the Lord, in addition to the law which has been given, making known the duty of the bishop who has been ordained unto the church in this part of the vineyard, which is verily this—

    לִשְׁמֹרlish/MORto keepעַלaloverאוֹצַרo/TSARthe storehouseיְהוָהAdonaiof the Lordלְקַבֵּלle/kab/BELto receiveאֶת־כַּסְפֵּיet-kas/PEthe fundsהַכְּנֵסִיָּהhak/ke/ne/siy/YAof the churchבַּחֵלֶקba/CHE/lekin partהַזֶּהhaz/ZEthisמִןminofהַכֶּרֶם׃hak/ke/REMthe vineyard

    To keep the Lord's storehouse; to receive the funds of the church in this part of the vineyard;

11. 11

    לָקַחַתla/KA/chatto takeחֶשְׁבּוֹןchesh/BONan accountהַזְּקֵנִיםhaz/ze/ke/NIMof the eldersכַּאֲשֶׁרka/a/SHERasצֻוָּהtsuv/VAit was commandedמִקֹּדֶםmik/KO/dembeforeוּלְכַלְכֵּלu/le/khal/KELand to administer toמַחְסוֹרֵיהֶםmach/so/re/HEMtheir wantsאֲשֶׁרa/SHERwhoיְשַׁלְּמוּye/shal/le/MUshall payבְּעַדbe/ADforאֲשֶׁרa/SHERthat whichיְקַבְּלוּye/kab/be/LUthey receiveכְּפִיke/FIinasmuchאֲשֶׁרa/SHERasיֶשׁ־לָהֶםyesh-la/HEMthey haveבַּמֶּהbam/MEwherewithלְשַׁלֵּם׃le/shal/LEMto pay

    To take an account of the elders as before has been commanded; and to administer to their wants, who shall pay for that which they receive, inasmuch as they have wherewith to pay;

    לְמַעַןle/MA/anthatיֻקְדַּשׁyuk/DASHmay be consecratedגַּםgamalsoזֶהzethisלְטוֹבַתle/to/VATunto the goodהַכְּנֵסִיָּהhak/ke/ne/siy/YAof the churchלָעֲנִיִּיםla/a/niy/YIMunto the poorוְלָאֶבְיוֹנִים׃ve/la/ev/yo/NIMand needy

    That this also may be consecrated to the good of the church, to the poor and needy.

13. 13

    וַאֲשֶׁרva/a/SHERand he whoאֵין־לוֹen-lohas notבַּמֶּהbam/MEwherewithלְשַׁלֵּםle/shal/LEMto payיִלָּקַחyil/la/KACHshall be takenחֶשְׁבּוֹןchesh/BONan accountוְיִמָּסֵרve/yim/ma/SERand shall be handed overלִפְקִידlif/KIDunto the bishopצִיּוֹןTsiy/YONof Zionאֲשֶׁרa/SHERwhoיְשַׁלֵּםye/shal/LEMshall payאֶת־הַחוֹבet-ha/CHOVthe debtמֵאֲשֶׁרme/a/SHERout of that whichיִתֵּןyit/TENshall putיְהוָהAdonaithe Lordבְּיָדוֹ׃be/ya/DOinto his hand

    And he who hath not wherewith to pay, an account shall be taken and handed over to the bishop of Zion, who shall pay the debt out of that which the Lord shall put into his hands.

14. 14

    וַעֲבוֹדַתva/a/vo/DATand the laborsהַנֶּאֱמָנִיםhan/ne/e/ma/NIMof the faithfulהָעוֹבְדִיםha/ov/DIMwho laborבִּדְבָרִיםbid/va/RIMin thingsרוּחָנִיִּיםru/cha/niy/YIMspiritualבְּשָׁרֵתbe/sha/RETin administeringהַבְּשׂוֹרָהhab/be/so/RAthe gospelוְדִבְרֵיve/div/REand the thingsהַמַּלְכוּתham/mal/KHUTof the kingdomלַכְּנֵסִיָּהlak/ke/ne/siy/YAunto the churchוְלָעוֹלָםve/la/o/LAMand unto the worldתְּשַׁלֵּםte/shal/LEMshall answerאֶת־הַחוֹבet-ha/CHOVthe debtלַפָּקִידlap/pa/KIDunto the bishopבְּצִיּוֹן׃be/Tsiy/YONin Zion

    And the labors of the faithful who labor in spiritual things, in administering the gospel and the things of the kingdom unto the church, and unto the world, shall answer the debt unto the bishop in Zion;

15. 15

    כָּכָהKA/khathusיוֹצֵאyo/TSEit comes forthמִןminout ofהַכְּנֵסִיָּהhak/ke/ne/siy/YAthe churchכִּיkiforלְפִיle/FIaccording toהַתּוֹרָהhat/to/RAthe lawכׇּלkoleveryאִישׁishmanהָעוֹלֶהha/o/LEthat comes upלְצִיּוֹןle/Tsiy/YONto Zionיָנִיחַya/NI/achmust layכׇּלkolallדָּבָרda/VARthingsלִפְנֵיlif/NEbeforeהַפָּקִידhap/pa/KIDthe bishopבְּצִיּוֹן׃be/Tsiy/YONin Zion

    Thus it cometh out of the church, for according to the law every man that cometh up to Zion must lay all things before the bishop in Zion.

16. 16

    וְעַתָּהve/at/TAand nowאָמֵןa/MENverilyאֲנִיa/NIIאוֹמֵרo/MERsayלָכֶםla/KHEMunto youכַּאֲשֶׁרka/a/SHERthat asכׇּלkoleveryזָקֵןza/KENelderבַּחֵלֶקba/CHE/lekin partהַזֶּהhaz/ZEthisמִןminofהַכֶּרֶםhak/KE/remthe vineyardיִתֵּןyit/TENmust giveחֶשְׁבּוֹןchesh/BONan accountפְּקֻדָּתוֹpe/kud/da/TOof his stewardshipלַפָּקִידlap/pa/KIDunto the bishopבַּחֵלֶקba/CHE/lekin partהַזֶּהhaz/ZEthisמִןminofהַכֶּרֶם׃hak/ke/REMthe vineyard

    And now, verily I say unto you, that as every elder in this part of the vineyard must give an account of his stewardship unto the bishop in this part of the vineyard—

    תְּעוּדָהte/u/DAa certificateמִןminfromהַשּׁוֹפֵטhash/sho/FETthe judgeאוֹoorהַפָּקִידhap/pa/KIDthe bishopבַּחֵלֶקba/CHE/lekin partהַזֶּהhaz/ZEthisמִןminofהַכֶּרֶםhak/KE/remthe vineyardלַפָּקִידlap/pa/KIDunto the bishopבְּצִיּוֹןbe/Tsiy/YONin Zionעוֹשָׂהo/SArendersכׇּלkoleveryאִישׁishmanלְרָצוּיle/ra/TSUYacceptableוְעוֹנָהve/o/NAand answersעַלalforכׇּלkolallדָּבָרda/VARthingsלְנַחֲלָהle/na/cha/LAfor an inheritanceוּלְהִתְקַבֵּלu/le/hit/kab/BELand to be receivedכְּסֹכֵןke/so/KHENas a stewardחָכָםcha/KHAMwiseוּכְפוֹעֵלu/khe/fo/ELand as a laborerנֶאֱמָן׃ne/e/MANfaithful

    A certificate from the judge or bishop in this part of the vineyard, unto the bishop in Zion, rendereth every man acceptable, and answereth all things, for an inheritance, and to be received as a wise steward and as a faithful laborer;

18. 18

    וְאִם־לֹאve/IM-lootherwiseלֹאlonotיִתְקַבֵּלyit/kab/BELhe shall be acceptedבְּיַדbe/YADbyפָּקִידpa/KIDthe bishopצִיּוֹן׃Tsiy/YONof Zion

    Otherwise he shall not be accepted of the bishop of Zion.

19. 19

    וְעַתָּהve/at/TAand nowאָמֵןa/MENverilyאֲנִיa/NIIאוֹמֵרo/MERsayלָכֶםla/KHEMunto youכׇּלkollet everyזָקֵןza/KENelderאֲשֶׁרa/SHERwhoיִתֵּןyit/TENshall giveחֶשְׁבּוֹןchesh/BONan accountלִפְקִידlif/KIDunto the bishopהַכְּנֵסִיָּהhak/ke/ne/siy/YAof the churchבַּחֵלֶקba/CHE/lekin partהַזֶּהhaz/ZEthisמִןminofהַכֶּרֶםhak/KE/remthe vineyardיֻמְלַץyum/LATSlet him be recommendedבְּיַדbe/YADbyהַכְּנֵסִיָּהhak/ke/ne/siy/YAthe churchאוֹoorהַכְּנֵסִיּוֹתhak/ke/ne/siy/YOTthe churchesאֲשֶׁרa/SHERin whichבָּהֶןba/HENthereinהוּאhuheעוֹבֵדo/VEDlaborsלְמַעַןle/MA/anthatיִמָּצֵאyim/ma/TSEhe may be foundנֶאֱמָןne/e/MANapprovedבְּכׇלbe/KHOLin allדָּבָר׃da/VARthings

    And now, verily I say unto you, let every elder who shall give an account unto the bishop of the church in this part of the vineyard be recommended by the church or churches, in which he labors, that he may render himself and his accounts approved in all things.

20. 20

    וְעוֹדve/ODand againעֲבָדַיa/va/DAYmy servantsהַמְמֻנִּיםham/mun/NIMwho are appointedכְּסֹכְנִיםke/sokh/NIMas stewardsעַלaloverעִנְיְנֵיin/ye/NEthe concernsכִּתְבֵיkit/VEof the writingsכְּנֵסִיָּתִיke/ne/siy/ya/TIof my churchיִהְיֶהyih/YElet there beלָהֶםla/HEMunto themזְכוּתze/KHUTa claimלְעֶזְרָהle/ez/RAfor assistanceמֵהַפָּקִידme/hap/pa/KIDupon the bishopאוֹoorהַפְּקִידִיםhap/pe/ki/DIMthe bishopsבְּכׇלbe/KHOLin allדָּבָר׃da/VARthings

    And again, let my servants who are appointed as stewards over the literary concerns of my church have claim for assistance upon the bishop or bishops in all things—

21. 21

    לְמַעַןle/MA/anthatהַחֲזוֹנוֹתha/cha/zo/NOTthe revelationsיֵצְאוּyets/Umay be publishedוְיֵלְכוּve/yel/KHUand go forthעַדaduntoקְצוֹתke/TSOTthe endsהָאָרֶץha/A/retsof the earthלְמַעַןle/MA/anthatיַשִּׂיגוּyas/SI/guthey may obtainגַםgamalsoכְּסָפִיםke/sa/FIMfundsאֲשֶׁרa/SHERwhichיוֹעִילוּyo/I/lushall benefitלַכְּנֵסִיָּהlak/ke/ne/siy/YAthe churchבְּכׇלbe/KHOLin allדָּבָר׃da/VARthings

    That the revelations may be published, and go forth unto the ends of the earth; that they also may obtain funds which shall benefit the church in all things;

22. 22

    לְמַעַןle/MA/anthatיִמָּצְאוּyim/ma/tse/Uthey may be foundגַםgamalsoנֶאֱמָנִיםne/e/ma/NIMapprovedבְּכׇלbe/KHOLin allדָּבָרda/VARthingsוְיֵחָשְׁבוּve/ye/cha/she/VUand be accountedכְּסֹכְנִיםke/sokh/NIMas stewardsחֲכָמִים׃cha/kha/MIMwise

    That they also may render themselves approved in all things, and be accounted as wise stewards.

23. 23

    וְעַתָּהve/at/TAand nowהִנֵּהhin/NEbeholdזֶהzethisיִהְיֶהyih/YEshall beלְמוֹפֵתle/mo/FETfor an ensampleלְכׇלle/KHOLunto allעַנְפֵיan/FEthe branchesכְּנֵסִיָּתִיke/ne/siy/ya/TIof my churchהָרְחָבִיםha/re/cha/VIMextensiveבְּכׇלbe/KHOLin whatsoeverאֶרֶץE/retslandאֲשֶׁרa/SHERthatיִוָּסְדוּyiv/va/se/DUthey shall be establishedוְעַתָּהve/at/TAand nowאֲנִיa/NIIמְכַלֶּהme/khal/LEmake an endאֶת־דְּבָרַיet-de/va/RAYof my sayingsאָמֵן׃a/MENAmen

    And now, behold, this shall be an ensample for all the extensive branches of my church, in whatsoever land they shall be established. And now I make an end of my sayings. Amen.

24. 24

    דְּבָרִיםde/va/RIMwordsאֲחָדִיםa/cha/DIMa fewנוֹסָפִיםno/sa/FIMin additionלְחֻקֵּיle/chuk/KEto the lawsהַמַּלְכוּתham/mal/KHUTof the kingdomעַלalrespectingחַבְרֵיchav/REthe membersהַכְּנֵסִיָּהhak/ke/ne/siy/YAof the churchהַמְמֻנִּיםham/mun/NIMthey that are appointedבְּיַדbe/YADbyרוּחַ־הַקֹּדֶשׁRU/ach-Hak/KO/deshthe Holy Spiritלַעֲלוֹתla/a/LOTto go upלְצִיּוֹןle/Tsiy/YONunto Zionוְאֵלֶּהve/EL/leand thoseאֲשֶׁרa/SHERwhoיֶשׁ־לָהֶםyesh-la/HEMhaveזְכוּתze/KHUTthe privilegeלַעֲלוֹתla/a/LOTto go upלְצִיּוֹן׃le/Tsiy/YONunto Zion

    A few words in addition to the laws of the kingdom, respecting the members of the church—they that are appointed by the Holy Spirit to go up unto Zion, and they who are privileged to go up unto Zion—

25. 25

    יָבִיאוּya/VI/ulet them carry upלַפָּקִידlap/pa/KIDunto the bishopתְּעוּדָהte/u/DAa certificateמִשְּׁלֹשָׁהmish/she/lo/SHAfrom threeזִקְנֵיzik/NEeldersהַכְּנֵסִיָּהhak/ke/ne/siy/YAof the churchאוֹoorתְּעוּדָהte/u/DAa certificateמֵהַפָּקִיד׃me/hap/pa/KIDfrom the bishop

    Let them carry up unto the bishop a certificate from three elders of the church, or a certificate from the bishop;

26. 26

    וְאִם־לֹאve/IM-lootherwiseהָעוֹלֶהha/o/LEhe who goes upלְאֶרֶץle/E/retsunto the landצִיּוֹןTsiy/YONof Zionלֹאlonotיֵחָשֵׁבye/cha/SHEVshall be accountedכְּסֹכֵןke/so/KHENas a stewardחָכָםcha/KHAMwiseגַּםgamalsoזֶהzethis isמוֹפֵתmo/FETan ensampleאָמֵן׃a/MENAmen

    Otherwise he who shall go up unto the land of Zion shall not be accounted as a wise steward. This is also an ensample. Amen.
