Scripture repeats itself. A handful of roots does most of the work, and the rest arrive slowly, so the order you meet them in decides how soon the page opens. This is that order, counted from the text itself rather than chosen.

Counted across words. A root family gathers every form the reader will actually meet (וַיְדַבֵּר, דָּבָר and מִדְבָּר are one entry, not three), so a root learned is a root recognised wherever it turns up. Names are marked; they are worth knowing but they are not vocabulary.
